Improvement of raw milk supply
To improve the quality and quantity of raw milk supply to the processing plant of Covalact S.A. (Campina) in Sfantu Gheorge (Covasna District) a milk sourcing development plan was developed
and implemented. This plan comprised:
» upgrading a number of existing milk collection centers
» payment system on basis of quality criteria
» training of farm advisors
» training of farmers by means of workshops
» development of extension and training material
» hands-on support in the development of 22 dairy farms
» study tours to The Netherlands
Farm Finance Initiative
The Farm Finance Initiative (FFI) is a special facility developed by Friesian BV, The Netherlands for the Romanian farmers in order to support them in developing their farms by preparing
investment plans and organizing finance.
Quality improvement of raw milk
Within the bi-lateral co-operation between the Governments of The Netherlands and Romania, The Friesian Netherlands was involved in a national wide development programme to strengthen the
institutional structure of the Romanian Ministry of Agriculture, Forests and Rural Development in order to improve milk quality through the establishment of a system of quality control and
quality control milk pricing.
The project aimed at:
1. Strengthening the existing representative organisations of milk producers and milk processors;
2. To establish a supervision organisation for quality control of raw milk and payment system according to current EU legislation;
3. To develop a system for quality control of raw milk;
4. To develop a milk payment system based on quality criteria.
Strengthening the Romanian Dairy Sector
Since 2004, The Netherlands Government through its EVD Agency is supporting the development of the Romanian dairy sector by financing projects in order to comply with current EU legislation.
In 2008 a new project named 'Strengthen the Romanian Dairy Sector" started and to launch the project a kick-off meeting was held on Thursday 28 February at the Ministry of Agriculture and
Rural Development. At the meeting representatives of the Romanian dairy sector , the Romanian Government (headed by Ms. M. Luca, undersecretary of State), the Netherlands Government and the
Royal Netherlands Embassy were informed on the intended five results of the project, i.e.:
Result 1
The Council of Milk is operational and well functioning in its role as private counterpart organisation for the Ministry of Agriculture and Rural Development.
Result 2
A national development programme for raw milk quality improvement based on a checklist of critical parameters, training of raw milk quality inspectors/advisors is implemented.
Result 3
The Ministry of Agriculture and Rural Development is able to perform its tasks in relation to correct and unbiased data collection as required by the EU Management Committee for milk and milk
products.
Result 4
The milk lab in Cluj is able to perform its activities in relation to milk quality testing in other parts of Romania.
Result 5
Training of experts in preparation and distribution of milk samples for ring testing.
The project will last for 18 months and is implemented by Friesian Agro Consultancy from The Netherlands.
Study tours to the Netherlands
In co-operation with The Friesian BV, The Netherlands, two study tours, each of one week, were organised for Romanian farmers, milk processors and representatives of the regional government.
Amongst others, visits were made to Dutch farmers, milk quality control laboratory and research centres.
In the first months from the launch of the FEADR program, the value of the submitted projects exceeded 1,457 billiards euros
The Payment Agency for Rural Development and Fishery (APDRP) has received 1,885 projects, having a total value of 1.45 billiards euros, for the first two months (March and April), submitted for
finance within the National Rural Development Program. Most applications (1,430) were for Measure 121 "Modernization of the agricultural exploitations", having a total value of 557.11 millions euros.
After being submitted and checked for conformity, the projects are evaluated. The evaluation, that is checking the eligibility, refers to checking the solicitor's eligibility, the eligibility of
the selection criteria, specific to each type of investment, of the project's indicative budget, of the feasibility study, and of all the enclosed documents. The projects undergo a selection
system, according to which each project receives scores, based on eligibility criteria established for each specific measure. The beneficiaries are notified about the result of the evaluation, no
matter if the project has been selected for finance or not.
Feasibility study on dairy farming
To assess the technical and financial feasibility of the Value Farm concept, a feasibility study was carried out with financial support from the EVD Agency of Netherlands Ministry of Economic Affairs.
The report comprises two sections i.e. a technical and a location report.
In the technical report all issues regarding the establishment and management of modern dairy farm have been presented and analysed having in view the establishment of a standard dairy farm (green
field) for 150 and 300 milking cows. Detailed financial analyses have been made for these two standard farms. Furthermore models for rehabilitation of two existing (standard) stables have been
worked out.
Purchase of agricultural land
On behalf of a Dutch investment company, SC Friesian SRL is engaged in the purchase of agricultural land at three major locations in the South Eastern part of Romania
(Constanta, Tulcea, Braila). Aim is to purchase and manage at least 3.000 ha.
In addition we are also guiding other clients in the purchase of agricultural land.
SC Friesian SRL is the representative in Romania of Interfarms BV. Interfarms is combining the expertise of ten Dutch real estate
agencies specialised in agriculture and guides farmers in the purchase of agricultural land outside The Netherlands. Furthermore, Interfarms provides knowledge and support in emigration
and semi-emigration to various countries.
Feasibility study on the establishment of a contracting company
The general objective of the study is to assess the technical and financial viability to invest in large scale agricultural contracting company to cultivate the land owned by Agro Low Lands SRL as
well providing contracting services to other large scale land owners. This not only related to the equipment issues but also crop selection and rotation plan.
Rehabilitation of a fruit orchard
SC ITC SRL bought a former state farm in 2003 (AGROPOL, around 1.500 HA) in the surroundings of Bucharest. One part of the farm (350 HA) is planted with several fruit varieties, such as peaches,
apricots, apples, cherries and plums. The orchard consists of mostly outdated trees and it is expected that reconstruction of these trees is not possible anymore. Therefore, ITC needs advise and
support to renovate or replant the orchards. The study has four main technical components, i.e.:
A. Advise for renovation or renewing existing orchards;
B. Sorting, handling and grading of the products;
C. Processing of red and yellow fruit, including import and export market;
D. Storage of the fruits and access to the market.
The result of this assessment will lead to a concrete business plan which will also include the marketing of the produced products and a financing plan for the required investments

Romanian agriculture has a great potential and therefore there are many foreign companies which would like to participate in the emerging markets for selling agricultural equipment. SC Friesian SRL

SC Friesian SRL organises the Dutch pavilion at AGRARIA fair - Cluj-Napoca
SC Friesian SRL has the honour to organise on behalf of the Royal Netherlands Embassy (Bucharest) and The Netherlands Ministry of Agriculture the Dutch pavilion at the upcoming AGRARIA fair at
Cluj-Napoca (6-10 May).
SC Friesian SRL is responsible for the organization and promotion of the stand in which 12 Dutch companies will be represented. These 12 Dutch companies are covering various sectors ranging from
animal husbandry, green houses, pigs, fruit & vegetable sorting and packing, consultancy, milk cooling. Furthermore, The Friesian in co-operation with the NSBO office at Cluj, will organise match
making with potential Romanian clients for the Dutch companies.
First ring-testing on Total Bacteria Count in raw milk executed in Romania
Within the framework of the Dutch-Romanian bilateral co-operation support is provided in the institutional development to support the improvement of raw milk quality. One of the intended results
is implementation of a national system for ring-testing on all Romanian laboratories who are testing raw milk on Total bacteria Count and Somatic Cell Count.
To teach the Romanian experts of National Institute of Veterinary Hygiene and Health at Bucharest to prepare unique samples to send to all labs a two-day workshop was held by the project lead by Dr.
Dick Van den Berg. The training comprise theoretical and practical exercises in sample preparation and assessment of testing result. At the of workshop 82 duplo set of milk samples were prepared and
send by fast courier to the 41 regional laboratories of National Veterinary organisation. These 41 labs are the first labs to be subject to ring-testing and in due time all raw milk quality labs will
be included in these tests (independent and factory labs).
This ring-test is the first ever conducted in Romania. The project is implemented by the consultancy company FRIESIAN SRL
