Ministry of Agriculture and Rural Development (MARD) has allocated, on 02 February 2011, the amount of 490 million lei for national direct payments (CNDP) in the livestock sector. This amount is given to herds of cattle, sheep and goats, as follows: bovine 326,303,155 lei, ie 163,969,845 for sheep / goat.

So far, MARD has provided necessary funds for these forms of payment support rate of 92.07%, respectively 726,779,386 lei, of which 483,980,422 lei to 242,798,964 lei bovine and sheep / goat. Support of livestock is 410 lei per capita cattle and 40 lei per capita sheep and goats.

Today, February 2, 2011, MARD has allocated the sum of 58,526,259 lei subsidy payment for 30% of the loans incurred by farmers in 2009 and repaid the financing banks until December 31, 2010, according to Credit Law No agricultural production. 150/2003, as amended and supplemented. In this way, according to Law 150/2003 support was paid in full.

Collected milk volume decreases by 9.1 percent in 2010

The volume of cow's milk collected from agricultural holdings and collecting centres by the processing units decreased 9.1 percent in 2010, namely by 90,697 tonnes compared with 2009, informs the National Institute of Statistics.

The largest decline in dairy production of 2010 compared with that of 2009 was registered in cheese production, in the quantity of cheese obtained exclusively from cow's milk included (93.6 percent of the total cheese production) by 6,173 tonnes (-8.9 percent), followed by the butter production, with a 736 tonne decrease (-7.0 percent) and by the consumer cream production, with a 797 tonne decrease (-1.7 percent).

The production of acidified milk (yogurt, drinking yogurt and others) increased in 2010 by 3,702 tonnes (+2.5 percent), and the consumer milk quantity remained approximately the same as in 2009.

The European Commission approved on April 4, 2012 the seventh proposal to amend the National Rural Development Programme. This change was aimed primarily objective to increase absorption of EAFRD funds allocated to Romania in 2007-2013 .

Thus, one of the most important changes is the introduction of the measure 215 "Animal Welfare" for the pigs.
To measure 112 "Setting up of young farmers' maximum level of support for young farmers increased from 25,000 to 40,000 euro and minimum level of training to reach the measure was amended.
If the measure 121 "Modernisation of agricultural holdings" changes aimed at extending the date on which the standards for nitrates and binding raw milk and the date on which the period of grace for the two standards and establishing a separate allocation to adapt to standards, the introduction of beef cattle sector as a priority sector and reduce maximum eligible project of the plant to 1 million.
To measure 123 "Adding value to agricultural and forestry" changes aimed at extending the date on which the period of grace for the remaining standards in force under this measure. However, micro-enterprises for slaughter and meat processing have been prioritized as well as for collecting and processing milk, being introduced also a maximum cap of eligible projects for this type of investment.
At measure 312 "Support for the creation and development of micro-businesses' aid intensity increased from 70% to 85% for investments in non-agricultural production sector, the selection criterion was completed on micro-business start-ups to include home -ups aimed at non-agricultural productive activities and medical services in rural areas have been prioritized.
As the measure 313 "Encouragement of tourism activities" aid intensity increased from 70% to 85% for investment in agro-tourism, and the maximum ceiling for investment in agro-tourism, from EUR 70,000 to EUR 100,000 / project. Also, the aid intensity increased from 50% to 85% for investments in recreational activities.
Other amendments to the National Rural Development Programme is to introduce new packages under measure 214 "Agri-environment payments" and changes in the selection of projects.

Statistics Institute: Romania ranks second in EU on corn and sunflower production

Romania ranked first in the European Union in 2011 for area planted with corn, and second after France for production, due to lower yields, according to the National Statistics Institute (INS). Romania also ranked first for the area planted with sunflowers, and again second in the EU for production – 1.8 million tonnes in 2011.

Romania was fifth among EU member states, both on area cultivated and production of wheat. The country’s wheat production was 7.1 million tonnes in 2011, from 5.8 million tonnes recorded in the previous year, according to INS. Moreover, Romania’s internal production of grain increased by 24.3 percent last year, to some 20.7 million tonnes.

For area planted with potatoes, Romania was third in 2011, after Poland and Germany, and sixth for production after Germany, Poland, Netherlands, France and the UK. Romania produced 4.1 million tonnes of potatoes in 2011, up from 3.2 million tonnes in 2010.
