Agricultural land can be obtained in various ways i.e.:
1. Purchase from individuals
2. Purchase from investors and land development companies
3. Purchase in combination with other European investors
4. Purchase from the State Domain Agency
The first option has the advantage that the basic purchase price of the land is low but costs will be added for identifying the land owner, price negotiations and check on ownership papers. Moreover each land purchase (even as small as 0.5 ha) has to pass the notary office and that adds to the cost. Last but not least, to obtain a compact plot of a few hundred hectares requires several years of continuous buying. The second option has the advantage that compact plots of agricultural land (ranging from 100 to 2.000 ha) can be purchased by one transaction (a legal check on the land ownership is still recommendable). The cost for this land is obvious much higher (50 to 100%) than buying directly.

Background information
Although non-Romanian citizens may not purchase land in Romania in their own name, foreign investors who establish a Romanian legal entity (SRL or SA) may avoid this rule since a Romanian company - even having 100% foreign ownership - is still Romanian and, as such, may own land in Romania (Law no. 54/1998).

In Romania, legal distinctions between the characters of properties create differing situations affecting land. Depending on their location, the land may be classified as urban property (in Romanian "intravilan") and rural property (in Romanian "extravilan"). Urban property represents land situated in the territorial-administrative area of an urban community, while rural property refers to land located outside of an urban community, not intended for commercial purposes, and principally designated for agricultural use.
Urbanism and the Territory Plans
Urban land use is regulated by the provisions of Law no. 350/2001, regarding urban and rural land planning. It is a general law which is implemented by local rules. Each of Romania's counties, cities, and villages adopts general, zoning and detailed plans in order to develop standards which assure that the land is used properly.
