Establishing and managing a farm is subject to many rules and regulations and therefore proper investigation on the required documentation and permits is a key issue before making any commitment and/or investment.

We are able to provide support and expertise to obtain all required documents and permits. We can also be your partner in the management of the farm by providing contact details of equipment and input suppliers, lease agreements for purchase of capital goods as well as organising the purchase of the required quota.

Background information
Any construction of whatsoever nature may only occur on the basis of a building permit. Such permit is issued by the competent authority upon request, if authorized, and represents the basis for the application of the provisions of the law with regard to the location, design, execution and/or function of the construction. The building permit is issued according to the legal requirements related to the urbanism and the territory plan and on the basis of an appropriate formally issued certificate of urbanism.

Milk quota
Since April 2007, the milk quota system is in place and therefore each dairy farmer must have a quota allocation in order to produce and sell its milk. Within Romania the total available milk quota is divided in an allocation for Deliveries (1,093,000 tons), Direct Sales (1,964,000 tons) and National Reserve (2%).

All available quotas have been allocated so that newcomers and those who would like to extent the herd size or to increase milk production have to purchase quota from individual (subsistence) farmers. The average milk quota/farm is less than 7.000 l of which 50% might be sold. Therefore, obtaining a substantial amount of milk (say 1 million l) to be able to start a new farm will requires at least 300 subsistence farmers selling a part of their quota allocation.
